The Pennsylvania Nursing Workforce Coalition works actively on initiatives designed to improve consumer experience through better access to high-quality care and fostering interprofessional collaboration to improve quality and safety of care.

Removing the scope-of-practice barriers allows nurses to contribute to a patient-centered, seamless, transformed healthcare system. The Future of Nursing: Campaign for Action is leading efforts to modernize outdated policies (public and private), change state and federal laws and regulations, and remove cultural and organizational barriers.

Private and public funders, healthcare organizations, nursing education programs, and nursing associations should expand opportunities for nurses to lead and manage collaborative efforts with physicians and other members of the healthcare team to conduct research and to redesign and improve practice environments and health systems. These entities should also provide opportunities for nurses to diffuse successful practices. Nurses are at the forefront of redesigning care. Nurses can transform practice to be safer and more responsive to the needs of patients and their families.

As part of the Pennsylvania Nursing Workforce Coalition's (PA-NWC) goal to provide accurate, accessible, and actionable nursing workforce data to guide not only the work of the PA-NWC but all healthcare stakeholders in the Commonwealth, we have partnered with PHMC's Research & Evaluation Group to conduct an environmental scan to gather and evaluate data on the nursing workforce. Data comes from the National Sample Survey of Registered Nurses (NSSRN). These surveys were conducted in 2018 and 2022 and include data on RNs, APRNs, and NPs. 

Nursing Licensure Glossary

Here is a list of definitions for each nursing license included in the data, providing a clear understanding of the distinctions between the three licenses.

  • RN - A registered nurse (RN) is a nurse who works with doctors and other healthcare professionals to provide patient-centered care. RNs often specialize in caring for specific populations or working in certain settings.
  • APRN - A advanced practice registered nurse (APRN) is a highly skilled and educated healthcare professional who provides advances levels of care to patients beyond that of a registered nurse.
  • NP - A nurse practitioner (NP) is a nurse with graduate-level degree of education. Additional training, skills and experience in advanced practice nursing gives NPSs the authority to do more than registered nurses. They can perform many of the same services that doctors provide.

Future of Nursing: Campaign for Action

The PA-NWC was originally established as the Pennsylvania Action Coalition (PA-AC) to implement the recommendations of the NAM’s Future of Nursing reports in Pennsylvania as part of the Future of Nursing: Campaign for Action. The PA-NWC remains committed to the goals of the reports, its partnership with the national Campaign for Action, and to building a culture of health through nursing.

Backed by AARP Foundation, AARP, and the Robert Wood Johnson Foundation, the Future of Nursing: Campaign for Action is transforming health and health care through nursing, and building a healthier America. The Campaign collaborates with nurses, health providers, consumers, educators, and businesses in every state to improve health and health equity by strengthening nursing. The Campaign is guided by two landmark nursing reports: the Institute of Medicine’s Future of Nursing: Leading Change, Advancing Health and the National Academy of Medicine’s Future of Nursing: 2020-2030: Charting a Path to Achieve Health Equity.

National Forum of State Nursing Workforce Centers

The PA-NWC has served as Pennsylvania’s Nursing Workforce Center as part of the National Forum of State Nursing Workforce Centers (National Forum) since 2016.

The National Forum is a group of nurse workforce entities that focuses on addressing the nursing shortage within their states and contributes to the national effort to assure an adequate supply of qualified nurses to meet the health needs of the US population. They support the advancement of new as well as existing nurse workforce initiatives and share best practices in nursing workforce research, workforce planning, workforce development, and formulation of workforce policy. They share information in three major ways: through publications, via annual conferences, and by way of this virtual network.

Nurses on Boards Coalition

The PA-NWC serves as the state liaison to the National Nurses on Boards Coalition (NOBC). The NOBC aims to improve the health of communities and the nation through the service of nurses on boards and other bodies. As the state liaison, the PA-NWC showcases opportunities for nurses to participate in leadership positions and circulates resources developed by the NOBC for nurses to amplify their voices.
